Path Optimization and Resource Allocation Strategies for the High-Quality Development of Distance Education Driven by Digital Technology to Support Rural Revitalization

Abstract
The advancement of digital communication infrastructure has created new opportunities for high-quality distance education in rural regions, where reliable information transmission is fundamental to educational equity and sustainable development. Focusing on digital technology-driven distance education, this study investigates development pathways and resource allocation strategies that support rural revitalization. By examining the current status, operational mechanisms, and governance challenges of rural digital education, an integrated framework is established to optimize infrastructure deployment, curriculum design, teacher capacity building, learning support, and resource coordination. The proposed approach further incorporates an Analytic Hierarchy Process-based resource prioritization model and a multi-level collaborative governance strategy to improve investment efficiency under constrained conditions. The analysis indicates that digital technologies facilitate cross-regional educational resource sharing, personalized learning, and data-driven governance while enhancing talent cultivation and local industrial development. From the perspective of future communication-enabled education, the optimized framework also provides reference for large-scale remote learning systems operating over wireless communication networks and digitally connected environments, where stable transmission and efficient resource scheduling are critical. The study offers practical guidance for policymakers and educational institutions seeking to improve the sustainability and effectiveness of rural distance education.
