The Impact Mechanism of Digital Technology on the Police–Enterprise Relationship--A Case Study of Ningbo “11087”

Abstract

Taking Ningbo’s “11087” police–enterprise service system as a case study, this article examines how digital technology shapes the police–enterprise relationship and constructs an analytical framework of “technology application–interaction transformation–relationship restructuring–effectiveness cycle.” The multi-case analysis shows that platform-based, data-driven, and intelligent applications promote police–enterprise interaction from one-way management to two-way collaboration, and help form a relationship that is close yet appropriately bounded and clean yet proactive. However, digital empowerment also faces risks such as data security, the digital divide, technological dependence, and formalism. Accordingly, this article proposes practical pathways involving data security, integrated platform development, tiered adaptation, human–technology coordination, and feedback improvement, in order to support the continuous optimization of police–enterprise relations in digital governance.
